SEND Local Offer Project Officer

Band 7  £21,166 pa - £23,836 pa

1 x 37 hours per week (flexitime scheme in operation)

Temporary for 1 year (initially)

Based at Margaret McMillan Tower, Bradford and may be asked to work in other locations for service needs/requirements (Currently working remotely due to Covid-19 Pandemic).

The Code of Practice on the English language requirement for public sector workers, Part 7 of the Immigration Act 2016 requires that Councils ensure that all candidates applying for customer facing posts must be assessed in order to establish their fluency in English.

This post will support the local authorities SEND Transformation & Compliance team in the implementation of the SEND Reforms that arise out of the Children’s and Families Act 2014.

All local authorities must publish a Local Offer, setting out in one place information about the provision they expect to be available across education, health and social care for children and young people with special educational needs and disabilities (SEND) aged 0-25 years.  The local offer has two key purposes firstly to provide clear information about the available provision and how families can access it and secondly to make provision more responsive to local needs and aspirations by directly involving children and young people, parents, carers and providers in its development and review.

There is a statutory requirement on local authorities to publish the comments that are received on the local offer along with responses to those comments when they are relevant to the review of education, health and social care provision.

The department of Children’s Services would like to recruit a SEND Local Offer Project Officer who is enthusiastic, customer focused, and flexible.

Are you looking for a new challenge?  Are you well organised? Do you have experience of using the internet as a communication tool? Do you have experience of maintaining content on a website? Do you have experience of co-production with children and young people and parent/carers in both formal and informal settings?  Are you able to work well with many different people?

We are looking for a Local Offer Project Officer to work within the SEND Transformation and Compliance Team, who can support the Local Offer Lead.

The post holder will report to the Local Offer Lead and will support with;

  • Providing project and business support with the Local Offer website content maintenance system, quality, accessibility of content, monitoring and development of the SEND Local Offer, support the SEND Transformation and Compliance Team with engagement and co-production, to deliver a programme of SEND Transformation projects with a focus on Local Offer and work streams, delivering a number of project outcomes as defined by the Local Offer Lead.
  • The post holder will be expected to work as part of a team to deliver efficient project support, deal with and resolve requests for SEND Information, an interface between services, working with members of the public, partner agencies and services within the Council, adopting the highest standards of customer care and professionalism to develop the Local Offer and help challenge, review current processes and ways of working.
  • To support the delivery of associated functions in accordance with the SEND Code of Practice, the Children Act, the NHS Mandate and the Health and Social Care Act and all statutory functions.

Ideally you will have experience of; project and business support, website maintenance support using content management systems (CMS) or equivalent, and working with children, young people and their families in a SEND related field.

You will also be competent in the use of a range of Microsoft packages: word-processing, Excel, PowerPoint, and use of the internet and Social Media and are qualified to Microsoft Office Level 2 and NVQ Level 2 in Business and Admin.
