A rare and exciting opportunity has become available to join our Children’s Services Senior Leadership Team, as District Manager of our East Hampshire district. Hampshire County Council is one of the Department for Education’s ‘Partners in Practice’ – meaning that by joining us, you’d be a fundamental part of a team which is trailblazing new approaches to working with children and families.

Hampshire County Council is significantly investing in the growth of our social care workforce, digital strategy and new models of practice. As one of the County’s District Managers you will be responsible for overseeing, managing and contributing to the development of the high quality services delivered to children and families.  This will include Early Help, Children in Need, Children in Need of Protection, Children in Care, Children with Disabilities and services provided to Care Leavers.  

The District Manager is a fundamental player in our outstanding management and leadership team, who are leading the way in transforming our practice and creating the right conditions for our staff to thrive. You will have extensive management and post-qualification experience in Children’s Social Care and strategic development. As District Manager, you will also be afforded the unique opportunity to be involved in our Sector Led Improvement work, alongside other Local Authorities in the South East.

Role Responsibilities:

  • Provide leadership which will give staff a clear vision, which inspires and motivates, ensuring they are working towards agreed objectives
  • Develop and manage resources to ensure that an effective service is provided to service users and plan for future deployment of resources, both in-house and in partnership with other agencies
  • Ensure there is an accurate overview of the performance in the District and appropriate steps are taken as soon as issues are identified
  • Develop teams and individuals (with between 6 and 10 direct reports) through supervision and performance development to ensure a competent, confident workforce that meets statutory requirements and performance targets.
  • Contribute to the development of training strategies for the department
  • Ensure effective practice is disseminated – particularly in ensuring the participation of parents, children and young people
  • Pursuing maximum integration of services, consistent with partnership agencies, ensuring departmental and core responsibilities are met. Assist in the management of change and in the implementation of new initiatives
  • Developing local teams able to provide an early intervention response to children with additional needs who may not meet the threshold for services from specialist teams
  • Develop, design and implement new initiatives which will benefit future services, including continuous improvement through the application of appropriate quality assurance framework thereby providing best value
  • Monitor and manage a range of budgets (direct on £2 and 5m) to maximise their effective deployment including regular reporting and contributing to the overall budget planning of the department
  • Negotiate, agree and monitor contracts to ensure best value in terms of cost and quality of service provided.
  • To communicate effectively, thereby ensuring that national, corporate and departmental objectives conform with local plans and that staff understand
  • the department’s key priorities and their role in delivery of these objectives
  • Adopt a pivotal role in the communication and negotiation with other organisations (national and local) to establish and develop partnerships
  • Lead and develop appropriate response teams as part of HCC response to Civil Emergency; and ensure operational arrangements are in place in the event of civil emergency, unanticipated event or pandemic
